Must be 16 characters
The first 5 characters are alphanumeric.
The next 6 characters must be numeric
The next 3 characters are alphanumeric
The last 2 characters are alpha
The second character of the numeric section can only be 0, 1, 5 or 6.
The fourth and fifth characters of the numeric section must be in the range 01 to 31.
