Planning and policies in prisons: government response

This Command Paper replaces Cm 9114 which was laid before Parliament on 14 July 2015.

The response is an inquiry into all aspects of prison policy and its impact on staff and prisoners.

The report looks at the issues of:

• young people and young adults in custody
• custodial estate strategy
• transforming rehabilitation
• benchmarking
• release on temporary licence
• role of the governor
• role of the prison officer
• prisoner engagement
• role of external monitoring bodies
